I have worked with and for some exceptional leaders during my career. It is hard to gauge if they are good managers as their staff just perform for them. The only issues they are face are caused by external influences that are usually outside of their control and are issues that affect the whole of their industry as opposed to just their business. I have also worked with quite capable personnel that through effective grooming and coaching became exceptional leaders. Their growth was transfered to the growth of their staff's performance, reducing their management requirements but increasing the effectiveness of their unit or organisation. Leadership is a personal humanistic quality that can be groomed and coached to a good level. To attain the level of exceptional requires further personal dedication that can only come from within.
